Target API Limitations

What it means

On Android, when an app targets a certain API, it means that the app is ready to deal with the changes that the API level requires.

For example, Google doesn't let apps that target API 29 (Android 10 or Q) toggle wifi as documented here.

When I had to change Tasker's target API to 29 that made Tasker not able to toggle wifi anymore.

Similarly other less used features have stopped working as well.

If changing the target API has these limitations why does Tasker keep changing it?

To be on the Google Play Store it's required that apps use one of the more recent API target levels so if Tasker wants to be on Google Play it needs to update its target API from time to time.

What can I do to fix Tasker limitations related to API levels?

Unfortunately nothing. You can contact the developer (email address is availabe on the Google Play Store app listing) to see if they have found some workaround for specific issues.
